Arizona Woman Suffers Severe Burns in Targeted Acid Attack, Police Say

An Arizona mother is suffering from severe burns to her face and chest after another woman allegedly threw a powerful acid at her face, reports.
Authorities said Derri Velarde of Mesa, Ariz., was getting out of her car at an apartment complex on Friday when a female suspect approached her and threw acid in her face, according to the station.
Investigators reportedly believe the incident was not a random attack and say the suspect hid behind Velarde's vehicle, waiting for the 41-year-old to get out of work.
"I don't know what could go through a person's head to do something like that," David Dias, the victim's son, told "I mean if it was jealousy or trying to hurt someone's appearance like that, it's disgusting and wrong and there's a special place in hell for people like that."
"When I saw her for the first time, when she was being wheeled out of the room, I saw the burn marks and the scars. and at first she was happy to see us. Then you could see she broke down, and it's tough to see your mom like that," Dias told the website.
Police are searching for the suspect, described as 30 to 40 year-old Hispanic female, 5'6" and weighing 140 pounds. The suspect is believed to have black shoulder-length hair, authorities said, and was reportedly wearing a black tank top and black sweat pants with a white stripe at the time of the attack.
The assault on Velarde comes just days after 28-year-old Bethany Storro was attacked in Vancouver, Wash., with an acid that disintegrated her clothing and left her with severe burns to her face and chest.
Storro had just bought a pair of sunglasses and was celebrating a new job when a woman walked up to her with a cup and said: "Hey pretty girl, do you want to drink this?"
The woman then splashed acid in the cup on Storro.
"It was the most painful thing ever," Storro said during a press conference on Thursday. "My heart stopped. It ripped through my clothing the instant it touched my shirt; I could feel it burning through my second layer of skin."
Storro's mother said her daughter was getting something out of her car before heading into a Starbucks when the woman approached her with the cup. Storro said the woman was wearing a green top and khaki pants.
Unlike Velarde's attack, police do no believe Storro was targeted.
"I have never, ever seen this girl in my entire life," Storro said. "When I first saw her, she had this weirdness about her -- like jealousy, rage."
Storro said she wanted to find her assailant and ask: "Why?" Was it was a dare, or did the woman wake up Monday morning and tell herself that today, she was going to "carry some acid in a cup and throw it on the first person I see?" Storro said.

Thai teacher caught on cell phone caning students

BANGKOK — Secretly recorded cell phone footage has exposed a teacher at a Catholic boarding school in northeastern Thailand who whacked dozens of students on the buttocks with a cane wrapped with electrical wire.
Art teacher Somchai Limthanmaporn was fired after he was exposed hitting at least 40 students, according to Nongkran Prathumtri, an administrator at St. Mary's School in the northeastern province of Nakhon Ratchasima. She said the school would not defend him.
The footage of last week's canings was aired Monday on Thai television.
Parents of the students at St. Mary's have already filed complaints with police over the beatings, meted out as punishment to students who failed to clean their living quarters.
In the clip secretly recorded by one of the students, Somchai delivered baseball-like swings at their buttocks, leaving at least one of his targets in tears. Pictures of scarred buttocks were widely shown in the Thai media Monday.
"He must be responsible for his wrongdoing," Nongkran told TNN television news. "There will be no protection from the school."
Thailand's Education Ministry prohibits any inhuman or violent punishment and only allows the use of verbal warnings, probation and termination in the event that teachers have evidence to warrant punishing their students. However, the use of corporal punishment is not unusual.
Neither the school nor police handling the case could be directly contacted Monday.
Because Somchai was not a full-time accredited teacher, he cannot face any professional sanctions from the Teachers' Council of Thailand, reported the newspaper Matichon. Legal action remains up to the police.

U.S. diplomats told to send their children out of Monterrey

(CNN) -- The State Department told U.S. government employees in Monterrey, Mexico, on Friday to send their children elsewhere because of heightened security risks related to drug violence.
The order is the first of its kind in any Mexican city, said Brian Quigley, a spokesman for the U.S. Consulate General in Monterrey, adding it reflects an increasingly violent and insecure reality. Monterrey is located in northern Mexico.
The travel warning was issued after an August 20 shooting in front of the American Foundation School in Monterrey, said the State Department. The high incidence of area kidnappings was also cited as a motive behind the move.
"U.S. government personnel from the Consulate General in Monterrey have been advised that the immediate, practical and reliable way to reduce the security risks for children of U.S. government personnel is to remove them from the city," the State Department said in a statement.
The new rule will take effect on September 10 and affect roughly 25 families, Quigley said.
In a separate message, also issued on Friday, the U.S. consulate in Monterrey said adequate safeguards simply do not exist to protect the children of U.S. employees.
"Local police and private patrols do not have the capacity to deter criminal elements from areas around the schools attended by the children of U.S. personnel assigned to the consulate," read the statement from Monterrey.
The authorized departure of family members of U.S. government personnel from consulates in the Mexican cities of Tijuana, Nogales, Ciudad Juarez, Nuevo Laredo, Monterrey and Matamoros remains in place, the State Department said.
The United States has a travel warning issued for Mexico because of drug-related violence, particularly in the northern border areas

Putin Vows Russia Will Launch Manned Space Missions in 2018

MOSCOW (AP) -- Russia will launch its manned space missions from a new center in the Far East in 2018, Prime Minister Vladimir Putin said Saturday, as the country seeks greater independence for its space program.
Putin made the comments as he inaugurated the start of construction for the new cosmodrome at the former missile defense base of Vostochny, outside the town of Uglegorsk, 3,600 miles (5,800 kilometers) east of Moscow, and a few hundred miles away from China.
Russia currently uses the Soviet-built Baikonur launch facility in Kazakhstan for all of its manned space missions and other commercial launches as well as a smaller center in northern Russia for military satellite launches.
Russia has a lease on Baikonur until 2050 and has paid around $115 million to Kazakhstan in rent since the agreement in 2004.
Putin stressed the "strategic" need for Moscow to have "an independent access to the space." Although Baikonur is located in a "friendly state," it is still owned by another country, he said.
Russia's prime minister said on state-run Rossiya channel that Vostochny will host all launches of Russian-manned spacecraft beginning in 2018. Launches of first unmanned spacecraft from the new center are expected in 2015.
Putin described the construction as "one of the biggest and ambitious projects of modern Russia" which "gives opportunity to thousands of young professionals to use their talent."
Russian Deputy Prime Minister Sergey Ivanov was quoted by Russian news agencies as saying that the first stage of the construction will take more than 24 billion rubles ($779 million).
Like Baikonur in Kazakhstan, Russia's Amur Region in the Far East, where the new center is being built, is sparsely populated. New technologies will allow the new launch pad to be ten times smaller compared to what Baikonur occupies in the Kazakh steppe, said Russia's space agency chief Anatoly Perminov.
Windfall from oil revenues over the past years have allowed the Kremlin to spend more on Russia's space program, which had suffered in the post-Soviet economic meltdown.
